Amnesty Commission


1. What it is

 Amnesty Commission was established to facilitate the implementation of the Government Amnesty Act of 2000.By the Act, any forces that are fighting the government and wish to give up are free to report and will be forgiven when they denounce their activities.

 Vision:  To ensure that peace and reconciliation prevail in the war affected areas

 Mission : Successfully implement the Amnesty Act 2000

 Functions are:

 1.       Promote the Amnesty Act 2000

 2.       Foster collaboration and linkages between implementers of the Amnesty Law

 3.       Formulate policy and establish programme priorities

 4.       Mobilize and monitor utilization of resources

 5.       Collate and disseminate information on amnesty implementation

 6.       Spearhead national planning supervision, monitoring and evaluation of the amnesty process

 Since the coming into power of the NRM in 1986 a number of groups took up arms to fight and a number of regions were affected. However many of these groups are no longer active, to date 22,000 former rebels have reported to the Amnesty Commission.

 When a reporter denounces rebellion he/she is issued with Amnesty Certificate which protects him form prosecution for any crimes he could have committed in the course of rebellion. He/she is then provided with assistance to resettle into the community
