| National Community Service Reports QUARTER 3 FY 2009/10 CS REPORT EXECUTIVE SUMMARY This report highlights the key Community Service Department activities for the 3rd Quarter, Financial Year 2009/10, in the fulfillment of its constitutional mandate to ensure the humane treatment and rehabilitation of petty offenders. The Key Result Areas were; Issuance and management of Community Service Orders, Improving Capacity for all stakeholders, Supervision and Monitoring; and mainstreaming cross-cutting issues. During the quarter, there was a 54% increase above the target on issuance and management of Community Service Orders. The target of 1,750 Orders was surpassed by 2058 CSOs to 3,808. These efficiency gains are attributed to diligence of staff, support of stakeholders and increased awareness coupled with visibility of the programs where CS projects have been established. ..... COUNSELING MODULE FOR SUPERVISORS Through its increased implementation of CS in since 2001, the CS department, stakeholders and partners have developed a great deal of experience in both organizational and methodological aspects of Capacity Building. Training, Publicity and advocacy have been major and recurrent - although not the only - functions of CS operations. SEMI ANNUAL PROGRESS REPORT ON IMPLEMENTATION OF COMMUNITY SERVICE IN UGANDA
1.0 Introduction: Since the inception of Community Service in November 2001, over 21, 498 Community Service Orders have been issued. This equates to a value of approximately 11, 77,070,250 UGX of free skilled and unskilled labor provided to local communities as offenders payback for the crimes they have committed. The man hours of free labour put in the period July to December 2009 are equivalent to a government savings of 1,261,656,000 UGX and 284,262,000 UGX to placement institutions. Community Service projects range from routine utility maintenance, litter removal and disposal, clearing dense under growth, de-silting drainages, brick making, to environmental and construction projects at health centers, education institutions and administrative units. ..... NATIONAL COMMUNITY SERVICE PROGRAMME ANNUAL REPORT 2008 - 09 FOREWORD: Community Service is a component of the wide range of law reforms ushered in by the NRM government to address case backlog, inhumane treatment of offenders and prison congestion which characterized previous political regimes. The legislative reforms incorporated Article 127 of the Constitution of the Republic of Uganda 1995, stipulates that people should participate in Administration of justice, hence the enactment of the Community Service Act, 2000. It is therefore in line with the Constitution that the goal of Community Service is to increasingly involve the public in the treatment and Rehabilitation of offenders within their communities. ....
