How does the programme work?

Community service comprises of five key stages: 

Stage one
Stage one
A person commits an eligible offence for community
service.
Stage two
A complainant or a complaint is registered at the
police station.
Stage three
A police officer (CID) fills A PF103, which details
the bio data and past record of the offender.
Police freely provides this form, as it is part of
Police investigations
Stage four
The offender is presented to courts of law. If
person pleads guilty or if the magistrate/LC Court
passes judgement after full trial, a Community
Service Order may be issued, but MUST be with
the consent of the offender.
Stage five
The Offender carries out community services
without pay while residing with his/ her family or
within the community. The work identified must
be for a public institution or area, hence beneficial
to the Community.
Stage six
The District Community Service Committee
Members, Heads of Placement Institutions and
the general public monitor community service
